Editor,

Refer to the story, "Calls to declassify France’s Genocide secrets intensify” (The New Times, June 27).

I think France will never declassify Genocide files. First of all, France is aware of the implications of admission of culpability in international law and so will continue to deny any responsibility.

This is the same reason the United States refuses to subject its servicemen to trial under international conventions when they are involved in wars abroad. Anyway, let us hope that it will rain since the seeds are already in the ground.

For those who want to know more, please read Joseph Rwagatare’s article, "Rwanda offers France chance to change course in Africa”, which was published in The New Times on April 29.
