Refer to the story, "University of Rwanda to start PhD programmes” (The New Times, June 24).

Rwanda is really emerging. This has to be appreciated, all skills to be acquired here in Rwanda and to be applied here in Rwanda, that is how all these powerful countries started. We are so happy and so proud of innovations of our government, no more pain of travelling abroad for PhD.
