Apart from public speaking, are you able to speak clearly and articulately at home and in work place? If so, then there does not seem to be any serious problem either neurological or locally within the mouth, that is, with parts used in articulation. It seems to be a case of being too nervous or anxious. How about practicing at home, before you speak in public? Stand in front of a mirror, imagine that there is a crowd then try to speak loudly, clearly and confidently. Do this at least five to 10 times until you are thorough. Then while speaking in public, the speech will come out spontaneously. By practicing in this manner for few times, subsequently on any occasion for public speaking there will be no panic or hesitation and the speech would be fine. You also need to be well-versed on the subject to be presented, this adds on the confidence automatically.
