The National Agricultural Export Development Board (NAEB) was formed in 2011, following the merger of the Coffee Authority (OCIR-CAFÉ), the Tea Authority (OCIR-THE), and Rwanda Horticulture Development Authority (RHODA), mandated to boost the growth and promote exportation of agriculture and livestock products so as to increase revenue and contribute to the balance of payments of the Rwandan economy.

In the aftermath of the 1994 genocide against the Tutsi, every single sector of the Rwandan economy had been greatly shredded, with resources abandoned, infrastructures destroyed, eroded the country’s ability to attract investments and the GDP fell to the lowest. Besides, much of the human resource had been either killed or forced to flee the country.

The performance of agricultural exports prior to the 1994 mayhem was not good either.
