RRA, Rwanda Social Security Board get new bosses

Richard Tusabe has been appointed the new Commissioner General of Rwanda Revenue Authority (RRA), replacing Ben Kagarama who was at the helm of the institution for three years.

Richard Tusabe has been appointed the new Commissioner General of Rwanda Revenue Authority (RRA), replacing Ben Kagarama who was at the helm of the institution for three years.

This is one of the several appointments announced after a Cabinet meeting on Monday.

Tusabe, who was the Deputy Commissioner General of RRA, assumes office at a time when total tax revenue collection is gradually improving, with the last two fiscal years realising 0.8 per cent increase of Gross Domestic Product.

In an interview with The New Times yesterday, Tusabe welcomed the appointment as a sign of confidence in him.

"This appointment comes with heavy responsibilities but a great opportunity to continue serving my country. It is indeed a sign of trust,” he said.

Daniel Ufitikirezi takes over as Director General of Rwanda Social Security Board (RSSB). He replaces Angelique Kantengwa. He was formerly Kantengwa’s deputy.

In other appointments, Lt. Gen. Charles Kayonga was appointed Rwanda’s ambassador to China, replacing François-Xavier Ngarambe who becomes Rwanda’s ambassador to Switzerland while Amandin Rugira, formerly Rwanda’s envoy to Kinshasa, goes to Burundi.

Kayonga served as the Chief of Defence Staff from 2010 to 2013. 

Caritas Mukandasira was appointed the Governor of the Western Province, replacing Célestin Kabahizi who is now a member of the East African Legislative Assembly.

Mukandasira, a former primary school head, became head of the Social Democratic Party (PSD) in the Western Province in 2005.

Cabinet also appointed Tony Nsanganira as the new Permanent Secretary in the Ministry of Agriculture, replacing Ernest Ruzindaza.
