Senior officers who make up the second intake of the Rwanda Defence Force Command and Staff College, based in Nyakinama, Musanze District, on Monday visited the City of Kigali to enhance their understanding about security, hygiene and infrastructure development in the City.The officers are from Kenya, Tanzania, Uganda, Ghana and Rwanda.The Mayor of the City of Kigali, Fidele Ndayisaba, briefed the officers on quality service delivery, master plan and security in the city. "Our responsibility is to ensure the safety of people and property,” Ndayisaba said.Maj. Gen. Alex Kagame, who spoke on behalf of the group, said: "We check crime through routine patrols which is not common in other countries.” Lt. Col Bernard Tumushabe, from Uganda, said Rwanda offered big lessons on decentralisation.The Senior Officers’ course started last year in July and will end 46 weeks after the date of commencement.
