Train Rwandans and reduce expatriates

When we talk of skills development as explained in Economic Development and Poverty Reduction Strategy (ERDPS2) and yet most of the major projects are run by expatriates, I fail to understand how we are going to grow our skills base.

It’s imperative that we believe that our own people can also deliver, otherwise the money spent on expatriates is too much.

I would recommend coaching in cases where the projects need skills  and we may not have the right skills so that the expatriates are here for a short period of time while passing on the skills to  Rwandans.
