Government institutions work on behalf of the masses to deliver services and meet the general needs of the population, the state and spur development, which eventually significantly impact their quality of life.

All institutions do fulfill the role most effectively when their activities are open and transparent to citizens. With visibility into government actions and spending, people are more likely to participate in the political process and hold government officials accountable for their actions. When citizens engage in the issues that affect them, they can help to ensure that power and public funds are used wisely and are representative of their interests.

Rwanda has taken this path of creating, nurturing and growing the values of good governance through a number of innovations, adopting international standards and, on many occasions, coming up with home-grown initiatives that give a strong foothold to good governance.
