Editor,In South Africa, to provide electronic receipts is a culture. The customer doesn't demand but the trader knows that it is his/her responsibility to provide the receipt to the customer and he knows also that it is the right of a customer to receive it.In Rwanda, many traders were directly or indirectly involved in tax evasion, the reason why there is that resistance to change.
